The Government of Manipur, on September 14, 2026, has notified the Manipur Fire and Emergency Service Act, 2026, which received the Governor’s assent on September 11, 2026. The Act extends to the whole State of Manipur and has come into force from the date of its publication in the Official Gazette. It provides for the maintenance of Fire and Emergency Services and strengthens fire prevention and fire safety measures for various buildings and premises.
The Act establishes a State Fire and Emergency Service under the superintendence and control of the State Government. It provides for Fire Officers, Fire Safety Officers, local fire services and nominated authorities, and incorporates fire safety norms under the Model Manipur Unified Building Bye-Laws, 2024, OISD guidelines, the Petroleum Act and Rules, Explosives legislation and other relevant State or local guidelines. The framework also covers emergency response beyond fire-related disasters and permits the State Government to bring local fire brigades or fire prevention services within the State Fire and Emergency Service through notification.
The Act therefore creates a comprehensive statutory framework for fire prevention, life safety, emergency response and administration of fire services across Manipur. Owners and occupiers of specified premises will be subject to the applicable fire prevention and safety requirements, including provisions relating to Fire Safety Officers and compliance measures prescribed under the Act and rules.
